North Central Jail Overview

North Central Regional Jail and Correctional Facility is operated by the West Virginia Division of Corrections and Rehabilitation. It is not a Tyler County Sheriff's Department jail. The official DCR facility page places it just off U.S. Route 50 in Doddridge County and says it has operated since August 2001. For Tyler County readers, that means the local arrest may start with the sheriff or another law-enforcement agency, but the jail record is usually created inside the state regional jail system.

The FY2025 WVDCR Annual Report describes North Central as a regional jail and correctional facility for pretrial felonies and misdemeanors, sentenced felonies and misdemeanors, and federal detainees held for the U.S. Marshals Service by contract. Its rated population is 564. The current DCR facility web page lists several counties served but omits Tyler and Wetzel. The newer FY2025 annual report expressly includes Tyler County in the North Central service area, so Tyler County content should rely on the annual report for current service coverage while noting the page discrepancy.

North Central Address Phone

The facility phone is the best live fallback for custody, visiting, and routing questions after the WVDCR online search. It can also help when a Tyler County arrest is too recent to appear clearly in public search, the person has been transferred, or a federal hold may be involved. For local arrest reports, the Tyler County Sheriff remains the local law-enforcement contact, but North Central is the facility contact for the jail bed.

The 2025 PREA audit and facility research also identify Jason Hutson as the warden or jail administrator contact in the annual-report and audit context. The facility web page had a different acting leadership name in the captured research, so leadership references should be verified before being used for direct correspondence.

North Central Inmate Lookup

Use the WVDCR Offender Search for a name search and WVDCR Daily Incarcerations for county and institution admissions. The name search requires at least three letters of the last name and uses captcha. The daily page includes a county dropdown with Tyler County and can also show admissions by institution. On July 2, 2026, the captured admissions-by-institution table showed six admissions for North Central that day, which is an admissions snapshot rather than a full population count.

  1. Search WVDCR Offender Search by last name first, then add first name if needed.
  2. Use Daily Incarcerations and select Tyler County for recent county-level custody activity.
  3. Review North Central institution admissions when the person may have been booked there directly.
  4. Call (304) 873-1384 if the online record is missing, delayed, or unclear.
  5. Use West Virginia VINELink for custody notifications after locating the person.

Tyler County Service Area

The North Central service area matters because Tyler County does not have a separate standalone jail page target in the official sources reviewed. The FY2025 Annual Report says North Central provides detention for Wirt, Ritchie, Wood, Pleasants, Doddridge, Harrison, Marion, Monongalia, Tyler, and Wetzel counties. It also houses federal detainees for USMS by contract. The facility is physically in Doddridge County, but Tyler County arrests can be transported there through the regional jail system.

This distinction also explains why a state bond or county court question may not answer every release issue. A federal hold, detainer, or transfer can keep a person in custody even when one part of the case seems resolved.

North Central Visitation Schedule

North Central visits are non-contact and scheduled ahead of time. Each inmate is allowed one visit per month unless special approval is granted. A standard visit is 30 minutes. The inmate must submit the request through the kiosk or NCRJ Form 5-0033 when the kiosk is down. The rules require the request between 0800 Monday and noon Thursday for the following week's visits.

Visitor groups are limited to one adult with two minor children or two adults. A minor generally must be with a parent, legal guardian, or immediate family member, and notarized permission plus a birth certificate may be required. Visitors arriving more than 15 minutes late may be denied unless they called ahead with a valid reason. Attorneys and approved religious leaders have a different access path and must contact the chief of security or designee and present credentials.

North Central Visitor Rules

Visitor screening is strict. The official rules allow canine searches, magnetometer scans, x-ray screening, and pat searches. Alcohol or drug impairment bars the visit and requires the person to leave state property. Introducing drugs, alcohol, or weapons is a felony. Visitors may not give items to or accept items from inmates without approval, and tobacco or tobacco-like products are not allowed in WVDCR institutions.

  • Bring an accepted primary photo ID, such as a driver's license, government photo ID, U.S. passport or passport card, or military ID.
  • Do not bring cell phones, pocketknives, purses, diaper bags, watches, or unapproved items into the visit area.
  • Follow dress rules for shorts, headwear, tight clothing, sleeveless clothing, offensive logos, see-through clothing, low-cut tops, and exposed midriff.
  • Use lockers for coats, jackets, and items as directed by staff.
  • Do not sit or loiter in vehicles in the parking lot before or after a visit.

Segregation, watch status, and classification can restrict visits. Special visits require a written request, usually five working days in advance, on NCRJ Form 5-0031 for unusual circumstances. Visitors with medical conditions that prevent metal-detector screening may need an original physician statement.

Directions No Bus Service

North Central is outside Tyler County, so travel planning is part of any visit. From I-79 near Clarksburg, the official DCR directions use exit 119 onto Route 50 west toward Clarksburg and Parkersburg, then about 35 miles on U.S. Route 50. From I-77 near Parkersburg, take exit 176 onto Route 50 east toward Clarksburg, then about 45 miles. The facility exit is Stone Valley Road, and visitors follow signs for the WV State Police and Regional Jail.

The visitation rules add more detail. Travelers from Parkersburg turn left from Route 50 at mile marker 49 onto Stone Valley Road, take the first left onto Duckworth Road, travel about one-half mile to Lois Lane, turn right, and continue until the road dead-ends at the facility. From Clarksburg, the Stone Valley Road turn is right. The same rules state no local transportation is available and there is no bus service. The nearest taxi service is in Clarksburg and Parkersburg.

Note: Confirm the visit before leaving Tyler County because late arrival, missing approval, or a custody change can end the trip at the lobby.

ConnectNetwork Money Phone

The ConnectNetwork WVDCR facility page lists services tied to the West Virginia corrections network, including AdvancePay Phone, Pin Debit, Trust Fund, and Community Corrections. It also lists North Central Regional as a supported location for services such as AdvancePay and Trust. The official North Central facility page lists a Money Order Deposit Form and a Resource Guide, but the research did not locate a facility-specific fee table, commissary limit, or complete mail format.

Pin DebitConnectNetwork / GTLWhether the inmate can use the service.

Money and phone access should be checked after custody is confirmed. Transfers, release, federal status, or a name mismatch can cause payment problems if funds are sent before the facility and person are verified.

Programs PREA Conditions

The FY2025 WVDCR Annual Report gives statewide program context rather than a Tyler-only program list. DCR reported agency work on policy audits, accreditation steps, volunteer training, peer recovery support, medication-assisted treatment, transitional planning, financial literacy, family-dynamic courses, RSAT, and GOALS substance-use programming. The report also states that all facilities achieved PREA compliance in 2025, and North Central was among the PREA audits completed and accredited.

The 2025 North Central PREA audit confirms the facility identity, address, administrator contact context, and PREA compliance process. PREA is the Prison Rape Elimination Act, the federal framework for preventing and responding to sexual abuse and harassment in custody. WVDCR offender-search pages also include a central PREA contact path for sexual abuse or harassment allegations if a person does not contact the facility administrator directly.

Federal Detainees at North Central

North Central can house federal detainees for the U.S. Marshals Service by contract, but federal custody has its own lookup rules. A federal pretrial defendant may be physically housed at North Central while the case belongs to federal court and USMS. A federal sentenced inmate is searched through the BOP Inmate Locator, which covers federal inmates from 1982 to present and warns that release dates may change because of sentence review and recalculation.

The BOP and ICE systems are not substitutes for Tyler County court or WVDCR jail records. Use ICE Online Detainee Locator only when immigration custody is suspected. USAGov says ICE lookup may use an A-number or biographical details such as name, country of birth, and birth date. No ICE detention center or BOP prison was identified in Tyler County. For a broader local custody workflow, the Tyler County inmate records page lays out the full state, jail, federal, ICE, VINE, sheriff, and FOIA fallback chain.
